Roof Over My Heart advances housing justice through research, education, and consumer protection advocacy. We bridge the gap between complex housing policy and the real-world needs of individuals and families across California.
Through evidence-based research, policy reform initiatives, and accessible education, we empower communities to secure safe, attainable housing while protecting consumer rights. Our work spans consumer protection advocacy for construction fraud victims, housing policy research and analysis, legislative reform initiatives, and education on navigating California's various housing systems. We've successfully supported the passage of West Sacramento's tiny home ordinance and have advocated for legalizing tiny homes since 2021. We've also developed a proposed legislative package to help stop the bleeding, transform the system, and protect our future. Our Consumer Protection Advocacy supports hundreds of contractor fraud victims across multiple cases, providing direct guidance, evidence compilation, and coordinated advocacy.
Serving Sacramento, Placer, El Dorado, and Yolo Counties with statewide reach, we work directly with our elected leaders, regulatory agencies, community organizations, and the public to create lasting systemic change, closing the gaps between what housing policy promises and what families actually experience.

Roof Over My Heart is building the infrastructure to advance housing justice statewide. We need board members with expertise in housing policy, law, finance, and community organizing; pro bono legal support for consumer protection and nonprofit compliance; technology volunteers to build our CRM, website, and learning management system; in-kind donations of equipment, software, and professional services; and community advocates, researchers, writers, and case navigators to support our consumer protection advocacy and policy research.
Roof Over My Heart believes that safe, attainable housing is a fundamental right for all Californians. Our commitment to equity extends across the full spectrum of people affected by gaps in our housing systems; seniors, families, victims of contractor fraud and elder abuse, survivors of natural disasters including wildfires, farmworker communities lacking adequate housing, small business owners, subcontractors, and employees whose livelihoods depend on a fair and functional construction industry.
We advocate for systemic improvements that serve everyone: stronger consumer protection laws for homeowners and construction fraud victims, expanded pathways to homeownership, equitable access to utility connections, fair treatment for subcontractors and vendors, worker protections across the construction trades, housing development policies that address the needs of agricultural communities alongside urban and suburban populations, and forward-thinking housing policy for alternative living structures such as movable tiny homes, factory-built housing, and the use of natural building/alternative materials and methods.
Our research, education, and advocacy are designed to close the gaps between policy and practice, ensuring that housing development, implementation, and consumer protection work for Californians at every income level, in every community, at every stage of life.
