Founded in 1993, the California Institute for Behavioral Health Solutions (CIBHS) is an independent non-profit organization, headquartered in Sacramento, California that works to advance equitable mental health and SUD services by providing training, thought leadership, and technical assistance to cities, counties, providers, and other related organizations to respond effectively to the behavioral health needs of communities in California and across the nation.

CIBHS is a mission-driven team of behavioral health clinical experts, practitioners, organizational effectiveness professionals, and community engagement specialists with lived experience who are passionate about working with the community to increase access to mental health and SUD care and ensure services are equitable and effective for diverse populations.

As a BIPOC led organization, CIBHS works in all 58 counties in California.

Today, CIBHS is a go-to resource for public and private organizations seeking expertise and the latest innovations in mental health and SUD care. Our team brings a reputation for being experts in evidence-based practices (EBPs) and community-defined evidence-based practices (CDEP), workforce and leadership development, health equity, youth, clinical trainings, and substance use disorder (SUD) provider network support.

CIBHS’ curated portfolio focuses on the ideas, programs, and individuals positioned to transform our behavioral healthcare system. In short, we are more than a team of expert consultants. We are solutions providers, trusted colleagues across the system of care in California, and a trailblazer for equity and community-based approaches.

Giving Activity

Mission

To empower the behavioral health ecosystem in California and beyond– through collaborative solutions, expert guidance, and transformative approaches rooted in equity and evidence, ultimately improving individual outcomes and fostering thriving communities.

Needs

• Funding to support our direct community outreach, education, and awareness activities on mental health and substance use disorder (SUD) in Del Paso Heights. Specifically, we are looking for resources to help translate and print mental health and SUD resource flyers, funding to hold community mental health workshops, and funding to help us identify and train community resource coordinators.

• We would love to design and print mental health coloring pages for children.

• We need funding to assist in everyday operations of this grassroots work.

Equity Statement

CIBHS Equity Statement:

At the California Institute for Behavioral Health Solutions (CIBHS), we believe that equity is essential to creating a thriving behavioral health ecosystem across California. Our mission is rooted in eliminating disparities and ensuring that every person—regardless of race, culture, language, or background—can access and benefit from high-quality behavioral health care.

We are committed to:

• Centering lived experience to shape culturally responsive and community-defined solutions.

• Uplifting the voices of communities made marginalized in the design, implementation, and evaluation of programs.

• Holding ourselves accountable to fostering an inclusive, supportive workplace where all staff, partners, and community members feel valued and empowered.

• Advancing diversity, equity, inclusion, and belonging (DEIB) at every level of our organization, the broader behavioral health system, and in the communities where we live, work, and play.

Through collaborative partnerships, data-driven strategies, and capacity building, we work to strengthen behavioral health systems while building community power. Equity is not a side effort—it is central to how we operate, make decisions, and drive impact.
