Agency on Aging Area 4 (AAA4) develops, coordinates, and funds programs designed to help older adults and people with disabilities maintain their health and independence in Nevada, Placer, Sacramento, Sierra, Sutter, Yolo, and Yuba counties.  

Our role as Area 4’s Agency on Aging includes bringing programs and services to the community directly and funding programs administered by trusted partner organizations. By leveraging the expertise and reach of 21 local service providers across our seven-county service area—who are familiar with the unique needs of the communities they serve—we are able to target services to consumers and communities in greatest need, including underserved and vulnerable populations. 

Together, our work enriches communities and improves the well-being and independence of older adults across the seven-county region we serve by helping consumers:

Connect to Resources: Agency on Aging Area 4 oversees and funds programs that connect consumers to information, local resources, and individualized assistance through Aging and Disability Resource Connection (ADRC) programs.

Address Hunger & Food Insecurity: Agency on Aging Area 4 addresses hunger and food insecurity among homebound, isolated, and aging adults and people with disabilities through CalFresh application assistance, Meals on Wheels Yuba Sutter, Dine Around Town Yuba Sutter, and other meal programs via home delivery or in a group or social setting.

Protect Rights & Prevent Elder AbuseAgency on Aging Area 4 protects the rights of aging adults through low- and no-cost legal services, and prevents elder abuse through Long-Term Care Ombudsman program and elder abuse prevention awareness and education.

Improve Physical & Mental Health: Agency on Aging Area 4 improves the physical and mental health of aging adults through nutrition, fall prevention, and healthy aging classes as well as other programs that foster social connection and improve quality of life.

Support Caregivers: Agency on Aging Area 4 supports caregivers through programs that helps them access in-home and out-of-home respite as well as sustain their abilities to continue providing care.

Thrive in CommunityAgency on Aging Area 4 helps older adults and people with disabilities age with independence and thrive in their communities through online education classes, edible garden installations at senior facilities, home repairs and disability modifications, transportation and other independent living programs.

Mission

Our mission is to enrich the lives of older adults and people with disabilities by fostering networks of support, advocating for individual choice, collaborating with others, ensuring equity, and striving to do so with conviction.

Needs

California’s population is aging rapidly. By 2045, older adults will outnumber children, and in many rural counties, this shift has already happened. Yet, the infrastructure and resources to support this growing demographic have not kept pace with demand. At Agency on Aging Area 4, we see firsthand the challenges aging adults face every day.

Lack of Access to Resources: As services and communication move online, many older adults are left behind without access to technology or the skills to find the information they need.

Lack of Affordable Care & Housing: Many older adults struggle to find safe, affordable housing or home-based services that allow them to age in place.

Isolation & Loneliness: Social disconnection is a serious public health issue, increasing the risk of depression, dementia, and other health concerns.

Unique Challenges of Rural Communities: Many aging adults lose access to reliable transportation, making it difficult to reach medical appointments, buy groceries, or stay engaged in their communities.

Elder Abuse & Neglect: Financial exploitation, neglect, and abuse threaten the safety and well-being of many vulnerable older adults.

Without intervention, these issues will only grow more urgent. Our agency provides critical services—including homeshare matching services, transportation assistance, digital literacy programs, social engagement opportunities, and elder rights advocacy—to help older adults thrive, not just survive.
