CEPS is a nonprofit organization dedicated to helping vulnerable individuals maintain stability, dignity, and independence through responsible financial management, advocacy, and compassionate support. Since 1994, CEPS has served individuals with disabilities, older adults, veterans, and community members facing barriers related to poverty, mental health, homelessness, aging, or limited support systems.

As a representative payee and fiduciary service organization, CEPS helps clients manage essential benefits so their most basic needs are protected. We prioritize housing, food, medical care, utilities, transportation, insurance, and other critical expenses that allow individuals to remain safely housed and connected to care. Many of the people we serve are at risk of eviction, financial exploitation, loss of services, or crisis without trusted support. CEPS provides the structure, oversight, and consistency needed to help clients move toward greater stability.

In addition to representative payee and fiduciary services, CEPS supports individuals and families through Financial Management Services, helping them access regional center-funded social recreation and community-based services. By assisting with reimbursements, vendor payments, service coordination, and administrative support, CEPS helps reduce barriers that often prevent individuals with developmental disabilities from fully participating in programs that promote inclusion, independence, and quality of life.

At the heart of CEPS is a commitment to service, communication, integrity, and teamwork. Our work is not only about managing money; it is about helping people feel seen, supported, and protected. We collaborate with Social Security, Veterans Affairs, regional centers, housing providers, families, case managers, and community partners to ensure clients receive the support they need to live with dignity.

Community Engaged Payee Support (CEPS) empowers individuals with disabilities, older adults, veterans, and vulnerable community members to achieve greater stability, independence, and quality of life through fiduciary services, representative payee programs, financial management, advocacy, and personalized support.

For more than 30 years, CEPS has helped individuals navigate complex benefit systems while ensuring their basic needs are met with dignity, respect, and accountability. Every day, our mission is to make life better for others in every encounter, every time.

Needs

Community Engaged Payee Support serves individuals who are often facing some of the most complex and vulnerable circumstances in our community. Many of the people we support live with disabilities, mental health challenges, chronic illness, housing instability, aging-related needs, or limited family and community support. For these individuals, managing monthly benefits, paying rent, maintaining utilities, purchasing food, and staying connected to essential services can be overwhelming without trusted assistance.

As a representative payee and fiduciary support organization, CEPS helps ensure that Social Security, SSI, SSDI, VA, and other benefit funds are used responsibly to meet each person’s basic needs and promote stability. Our work goes beyond bill payment. We help protect individuals from financial exploitation, prevent homelessness, support access to medical care and daily living needs, and provide consistent communication with clients, families, service providers, and community partners.

The need for CEPS’ services continues to grow as more individuals in the Sacramento region require compassionate, reliable financial management and advocacy. At the same time, rising housing costs, food insecurity, limited access to mental health resources, and increasing administrative demands make it more difficult for vulnerable individuals to remain stable and safe.

Donor support helps CEPS strengthen the systems, staffing, technology, and client-centered services needed to meet this growing demand. With community investment, we can continue providing dependable fiduciary support, improve access to services, expand outreach, and help individuals maintain dignity, independence, and stability in their daily lives.
